Phil Moran and his brother Mike collaborated on the quirky film City of Spies for over three years.  Phil wrote and directed the comedy drama that he decribes as Fargo meets The Americans.  Mike managed the audio production including writing and recording a unique signature tune with local performer Jay Irving.


Filmed in Vienna, Austria and set in and around the United Nations, City of Spies is the first in a series of films exploring the world of diplomacy, espionage and nuclear non-proliferation in the era of fake news. 


The story revolves around a young woman, Kindra Starr, who has taken over the spying activities of her parents when they go missing.  She sells secrets to an anonymous buyer who discovers she is an imposter and comes after her.



Phil says

“City of Spies seems to be a comedy but with a shocking twist that is a real audience splitter.  I made a deliberate choice for this because I wanted to explore some very serious themes based on my work in nuclear non-proliferation.”


City of Spies 2, to be called The Vienna Ring, is due for production in 2023–24 in Vienna and the North West of England.

Dr Phil Moran is a physicist turned film-maker who works with the United Nations in Vienna in the area of nuclear non-proliferation.  He works [PM1] regularly for the CTBTO which monitors North Korea for nuclear test explosions and the IAEA which is currently involved in mediating the Iran nuclear deal.


Mike Moran is a Liverpool-based composer who has produced audio for many feature films and television dramas, and composed songs and music for children.  He teaches music production at Hope University and manages the audio production facility The Vocal Booth.
